Shall he then who knows that what has been revealed unto you from your Lord is the truth be like him who is blind? But it is only the men of understanding that pay heed.

And those who join that which Allah has commanded to be joined (i.e. they are good to their relatives and do net sever the bond of kinship), and fear their Lord, and dread the terrible reckoning (i.e. abstain from all kinds of sins and evil deeds which Allah has forbidden and perform all kinds of good deeds which Allah has ordained).
And those who remain patient, seeking their Lord's countenance, perform as-salaat and spend out of that which We have bestowed on them, secretly and openly, and defend evil with good, for such there is a good end.

In early 2003, PortalInfaq fostered a cooperation with PortalInfaq UK, which is an independently operated charitable trust institution in the UK that shares the same vision as PortalInfaq Indonesia. This charity is specialised in channeling the ZIS fund from the muzakki from United Kingdom to Indonesian mustahiq. This is merely because the economic difference between the two countries will make the fund even more significantly affects its receiver. In practice, Portalinfaq UK also manage appeal funds for relieve operations for areas struck by disasters in Indonesia.

Currently, to minimise the operation costs of PortalInfaq UK is run from a trustee address. This may change in the future, should the circumstances require. We are also not yet registered with the Charity Commission because our annual turnover are less than £1,000.

Background

PortalInfaq Indonesia

A multidimensional crisis in Indonesia makes the poverty even worse. Citing from the Central Statistical Bureau (Biro Pusat Statistik or BPS), in year 2000 alone, there were 37.5 million people or 18% of the population who lived under the poverty line, which was BPS defined as living under Rp 90,000,- per person per month in urban areas, or Rp 70,000,- in rural areas. Within the same year, as many as 7.5 millions of childrens were on the brink of dropping out of school where the unemployment was estimated up to 30% of the productive population.

These facts motivated us to think about what contribution that muslim professionals can give to Indonesia. We realised that zakah and infaq are exactly the islamic instruments to address poverty. Unfortunately, data show that its utilisation were not optimum. Experts said that potentially zaqah in Indonesia could be up to Rp 12 trillions. However, in year 1999, only Rp 400 billions (3%) of that are collected through 'amil organisation.

At the same time, we saw an opportunity to utilise new technologies, particularly the internet technology. The number of the internet users grows fast that in year 2001 it was predicted that there were about 2 millions users in Indonesia.

As professionals, we were blessed to have been bestowed knowledge in management and technologies, and we are sure that these knowledges are 'amanah which should be utilise for the ummah progression. The verses cited at the beginning inspired us to try and apply the knowledge that Allah bestowed us to the management of zakah and infaq. Therefore, by taking refuge in and asking guidance from Allah swt., we brought ourselves to establish PortalInfaq on 17 of May 2001. This charity is an 'amil organisation to manage zakah, infaq, and shadaqah, which was intended to be the contribution of muslim professionals for the interests of ummah.

Visi

The vision of PortalInfaq is twofolds:

Building Up Networks

What we mean by networks is networks of all the related parties in the ibadah of zakah and infaq. These include:

  1. Muzakki network
  2. We want to form a global and active networks of those who are required to pay zakah and concerned with the welfare of ummah.

  3. 'Amil network
  4. We believe that the cooperation among 'amil is absolutely needed for the common good. We support for the forming of 'amil network that are deeply rooted within the community, trusted, and highly committed.

  5. Mustahiq network
  6. We see that mustahiq (people who are entitled to received ZIS) not as an object but as an important subject in the zakah and infaq ibadah. One of our main purposes is to build mustahiq network, who want to move forward together and to get themselves out of the poverty.

Empowering the Ummah

We envision that empowering ummah is threefolds:

  1. Empowering mustahiq, such that their living standards are improved, which in turns will transform themselves from receivers to givers of zakah
  2. Empowering 'amil in enlarging their scope and improving their professionalism
  3. Empowering muzakki, such that they can participate in the war against poverty and bring the optimum result

We see that building up strong networks is the main requirement for the success of empowering the ummah. Conversely, empowered ummah will build even stronger networks. Thus is the snowball effect that we expect to happen.

Approach

We departed from the idea of using the internet technology to allow a breakthrough in the zakah and infaq management. We saw that the opportunity in the use of internet in the management of zakah and infaq is emphasised on the muzakki rather than mustahiq management. We believe that the key success factor in the management of ZIS fund is in the information management. In particular, we use the internet technology for managing important ZIS information, in such a way that PortalInfaq manage the information emerged from the interaction between muzakki and mustahiq. PortalInfaq stores and processes the information about muzakki as well as the programmes which are managed by amil.
